It's the law. Websites must now be accessible to the blind.

On August 27, 2008, the National Federation of the Blind (NFB) and Target settled a $6 million federal class action suit in which Target agreed to provide the blind population full and equal access to the target.com website. This action, combined with similar federal Office of Management and Budget (OMB) Section 508 requirements, essentially makes it necessary for all companies' websites to be fully accessible to the 21.2 million sightimpaired.

However, companies may not know about this requirement or how to determine if their site provides these capabilities - let alone how to make the necessary changes to their website to enable access as required.
